I have designed and implemented national identity systems across 18 countries, serving 900M+ citizens. Each implementation has reinforced the principle that national identity systems must be designed with a 50-year operational horizon, not the typical 5-year government technology lifecycle.

As Citizen Authentication Infrastructure
The primary function of a national identity system is providing verified identity for government services. Every citizen interaction with government — from healthcare access to tax filing to cross-border travel — depends on the ability to confirm that the person claiming an identity is the person to whom that identity belongs.
The authentication function requires the system to support high-volume, low-latency verification requests from thousands of government service points simultaneously. Response times must be measured in milliseconds, not seconds. Unavailability is not acceptable because authentication failure cascades into service delivery failure.
As Citizen Data Repository
National identity systems maintain the authoritative record of citizen attributes: name, date of birth, address, biometric data, photograph, and relationships (parents, spouse, dependents). This data serves as the master reference for all government agencies that need to verify citizen information.
The data repository function requires comprehensive data quality processes. Incorrect data causes errors in every system that consumes it. Duplicate records create fraud opportunities. Incomplete records exclude citizens from services they are entitled to receive.
